DR. IMRAN FAROOQ MURDERED IN LONDON

Dr Imran Farooq, one of the founding members and a senior leader of MQM, was stabbed to death in London on Thursday, reported a private TV channel. Dr. Imran Farooq was a former convener of MQM. The MQM has declared a 10-day mourning.  Hundreds of party activists have converged on Mr Farooq's family home in central Karachi.
Quoting sources, the media outlets said that unknown veiled assailants stabbed Farooq several times in the Mill Hill area of the British capital while he was on his way to the home. He was rushed to a local hospital where he succumbed to his injuries.
The police cordoned off the crime scene and started investigation. The assailant, however, managed to flee the scene, the channel added.
Meanwhile, the ceremony organised in connection with the 57th birthday of MQM Chief Altaf Hussian in Karachi was cancelled at the last moment despite the fact that thousands of workers had thronged the venue.
Police in London were called to reports of a serious assault at 1730 BST on Thursday. Mr Farooq was treated by paramedics but declared dead at the scene about an hour later.

A London Metropolitan Police spokesman said: "When officers arrived they found an Asian male, aged 50, suffering from multiple stab wounds and head injuries. "He was treated by paramedics at the scene but was pronounced dead at 1837."

Mr Farooq disappeared from Pakistan in 1992 and is known to have been living in exile in London since 1999, when he claimed asylum in the UK. The former Pakistani parliamentarian was one of the founding members of the MQM.

The party said it had declared a 10-day mourning period in Pakistan and in its offices across the world. Leaders said they expect to take Mr Farooq's body back to Karachi for burial after legal formalities have been completed.

Martyrdom of Raza Haider is a profound tragedy: Altaf Hussain

Raza Haider was one of the founding and veteran members of the movement and remained loyal in all adversities.
London: 2-August-2010. Mr. Altaf Hussain, founder and leader of Muttahida Quami Movement (MQM) expressed his most serious condemnation on the assassination of MPA Raza Haider and termed it a great tragedy for the nation. He further stated that, this assassination did not only make his heart bleed, rather every supporter and worker of the MQM is in the state of despair and grief. The deceased was one of the early and solemn members of the MQM from its days of inception, and his contributions to the MQM were indispensable. He said that his death is a huge loss to the ranks and file of the MQM. Mr. Altaf Hussain also expressed his most solemn and humble condolences to the members of the bereaved family of the deceased Raza Haider, and assured them that he and the MQM stand with them in their hour of grief. He also prayed that May! Almighty Allah rests his soul in Janat- Al- Firdous and grants the strength and patience to his friends and family to bear this loss. Mr. Altaf Hussain further added that the death of Raza Haider shall not go in vain. Mr. Altaf Hussain made an earnest appeal to President Asif Ali Zardari, Prime Minister Syed Yousaf Raza Gillani and all the concerned personnel to inquire into the death of MPA Raza Haider and apprehend his killers as soon as possible.

Karachi: 02 August 2010. Central Coordination Committee of the Muttahida Quami Movement (MQM) has announced three days peaceful protest to mourn the martyrdom of Raza Haider, Member of Sindh Assembly belonging to the MQM and his gunman Mohammad Khalid. In a statement, Coordination Committee said that today killings of Raza Haider and his gunman in Nazimabad, Karachi by armed terrorists is a great tragedy and deserves severest condemnation.

While announcing three days peaceful protest, MQM said that during the mourning MQM will organise religious congregations all over the country including Karachi in its organisational offices. Workers and supporters have been urged to offer Quran Khawani and Fatiha Khawani for the martyrs and pay tributes.

The Members of the Coordination Committee appealed to the workers and supporters to fully participate in the peaceful mourning, remain calm, exercise restraints and not get provoked. Meanwhile, MQM Coordination Committee strongly condemned the brutal murder of Raza Haider and his gunman and terms it a conspiracy to destroy the peace of Karachi and destabilise Pakistan. The Members of the Coordination Committee demanded of the President Asif Ali Zardari, Prime Minister Yousuf Raza Gilani, Federal Minister for Interior Rehman Malik, Governor Sindh Dr. Ishrat-ul-Ebad and Chief Minister of Sindh Syed Qaim Ali Shah to take immediate notice on the murder of MPA Raza Haider, commission an independent and unbiased inquiry. They demanded that the killers must be arrested and awarded exemplary punishment.

The Members of the Coordination Committee expressed their profound sorrow over the killings of Raza Haider and his gunman and offered heartiest condolence to the bereaved families. They also prayed for the early recovery of MQM’s supporter Mohammad Zeeshan.

CNG BUS SERVICE


The last elected city government had launched and completed a large number of development projects. One of these was the CNG Bus Project . Apparently the intention may have been good but the department concerned could not handle the project (after the City Government). In terms of management the project has proved to be nothing less than a disaster.

According to reports many of the buses that were part of the scheme when it was launched have developed one problem or another. The CDGK is now providing a huge amount as subsidy to keep these buses in operation. Initially two bus routes were established: Tower-Surjani Town and Korangi-Surjani Town. Afterwards a route was started from Orangi Town to Clifton. People were quite happy and the buses plied their routes smoothly.Free travelling facility was provided to senior citizens over the age of 60.

However it appears the CNG buses became the target of the many mafias working in our country, specifically the transport mafia in collaboration with the transport department. The free service for senior citizens has been suspended while the bus route from Korangi to Surjani has been discontinued.It is hard to understand why the government is discontinuing projects that are beneficial to the common people. In the past so many impressive transport-related projects for Karachi have been shelved. Various studies and surveys have been conducted and other initiatives taken by the authorities, but there is little to show on the ground for these efforts. Such projects include the Bus Rapid Transit System (BRTS) and the Karachi Circular Railway.

All authorities concerned — the federal government, provincial government and city district government — are requested to revive the CNG bus route from Korangi to Surjani immediately in the interest of the public and kindly ensure that such abrupt suspensions do not take place in future.

The work on other mass transit projects for Karachi should also be accelerated so that citizens can be provided decent transport facilities. The free transport facility for senior citizens should also be revived. HASSAN AHMED, Landhi, Karachi (Letter published in Dawn)

 جناب عالی! ھماری خوش بختی کے یہ د‏ن شائد زیادہ نہیں تھے۔ شھری حکومت کے خاتمے کے ساتھہ ہی ان بسوں کوختم کرنے کی سازشیں شروع ہوگئی ہیں۔ گاڑیاں دانستہ خراب کرکے سڑکوں سے ہٹائی جارہی ہیں۔ سات منٹ کے وقفے سے چلنے والی بسیں اب 25 سے 50 منٹ کی تاخیرسے آتی ہیں۔ ڈرائیورزاوردیگرعملہ بھی اب اپنے فرائض سے غفلت برتنے لگا ہے۔

 اب خبر یہ ہے کہ سٹی گورنمنٹ کے ایڈمنسٹریٹر کو خیال آیا ہے کہ یہ بسیں سٹی گورنمنٹ کے لئے خسارے کا باعث بن رہی ہیں لہذا انہیں بند کردیا جائے۔ اوراسکے لئے تین ماہ کا وقت بھی مقررکرلیا گیا ہے۔

 جناب عالی! آپ سے انتہائی دردمندانہ اپیل ہے کہ ان بسوں کو بند ہونے سے بچایا جائے، اس سروس کوشہر کے دیگرعلاقوں تک وسعت دی جائے اورانکی انحطاط پذیر کارکرد‏‏‏‏‏‏‏‏گی کو بہتر بنایا جائے۔ ہم تمام اہلیان کراچی ھمیشہ آپکے لئے دعاگو رہے ہیں اورسمجھتے ہیں کہ ہماری مجموعی شہری زندگی میں اب تک جوبہتری آئی ہے وہ آپکی شاندارقیادت ہی سے ممکن ہوئی ہے۔ ہمیں کامل یقین ہے کہ اس شہر کے تمام مسائل صرف آپکی قیادت میں ہی حل ہونگے۔ خدا آپکی عمرمیں برکت عطا فرمائے اورآپکو صحت والی زندگی عطا فرمائے ۔ آمین

KARACHI CIRCULAR RAILWAY PROJECT

KARACHI: Although the draft final report for Resettlement Action Plan (RAP) study for Karachi Circular Railway has been furnished to JICA on April 12, 2010, the transfer of allocated land for resettlement of Project Affected Persons of Karachi Circular Railway is still awaited.

According to Karachi Urban Transport Corporation sources the transfer of land from Pakistan Railway to KUTC was in process. It may be mentioned here that Karachi Urban Transport Corporation was incorporated on May 8, 2008 with PR [60%], GOS [25%] & CDGK [15%] as stakeholders. M/s. Scott Wilson Railways UK revalidated on August-08 JETRO report; while JICA carried Final study during Nov-08 to Feb-09 and Final report presented in May-09 with estimated cost of project being at US$ 1.58b Stage I & II & US$ 2.2b for Airport Link.

The work of Validation of SAPROF study commenced and is likely to be completed by the end of April-2010. M/s. Louis Berger USA with local Consultant Associates have carried out Third Party Validation of Final report.

Environmental Impact Assessment study carried out by the Consultant and the report approved on 04-07-09 by the Regulatory Authority namely Environmental Protection Agency, Government of Sindh and Draft Final report for RAP Study furnished to JICA on 12-04-2010. PC-I for modified cost US$ 1558.8 ml (Rs. 128.6 Billion) approved on 03 September 09 by ECNEC, Planning Division Govt. of Pakistan.

Mr. Altaf Hussain Founder and Leader of Muttahida Quami Movement (MQM) has appealed to philanthropists of Pakistan in particular and all people in general to donate generously for the forthcoming MQM Punjab Convention going to be held in Lahore.

In his statement, Mr. Hussain said that under the banner of MQM a grand party convention is going to be held in Lahore on 25th of April in which all MQM office bearers, workers and supporters would participate.

Mr. Altaf Hussain went on to say that MQM is the only political party of Pakistan which owes its allegiance and attachment to the general public and no waderas, protagonists, feudals or land lords are patronizing MQM and, thus, MQM meets all its expenses of public rally through donations of general masses.

Mr. Altaf Hussain said that MQM is striving very hard to eliminate feudalism from the soil of Pakistan and to bring about a revolution of supremacy of poor and middle classes and in order to achieve that objective the forthcoming Lahore convention will prove to be a land mark and will add to a new chapter in the political history of Pakistan.

MoU for Promotion of Art, Culture - Khushbakht Shujaat

MQM MNA Khushbakht Shujaat has said that cultural organizations should be within the reach of people so that opportunities are made available to younger generation to highlight their talents through positive activities and spirit of patriotism is promoted.She was speaking on the occcasion of signing of an MoU between City District Government Karachi and Funrama Arts and Enterntainment at Markaz-e-Ilm-o-Saqafat.

The ceremony was largely attended by film, radio, Tv and stage artists while noted artist Khalid Abbad Dar specially came here from Lahore for the ceremony.

The MoU was signed by Dr A.D. Sajnani, EDO Enterprise and Investment on behalf of City Government and Furqan Hyder Director Funrama Arts and Entertainment.

The MNA pointed out that in every society, besides cultural organizations at government level, those established in the private sector take part in the promotion of culture.Keeping this aspect in view, while Sindh Governor Dr Ishrat-ul- Ebad Khan and former Nazim Mustafa Kamal paid attention on city’s infrastructure, they initiated exemplary steps for the promotion of art and culture and provided facilities to private sector so that people enjoyed with recreational activities at every level.

HAMARA KARACHI FESTIVAL STARTS

Hamara Karachi Festival from 10th

KARACHI: The Hamara Karachi Festival would be held from March 10 to 24 under the aegis of Hamara Karachi Foundation, announced former city naib nazim and the foundation’s president Nasreen Jalil while addressing a press conference along with Local Government Minister Agha Siraj Durrani Thursday.

She pointed out that Hamara Karachi Festival has proved instrumental in developing a sense of ownership among the residents of Karachi and its celebration sends a positive image of Karachi to the world. On the occasion Durrani appreciated the services of Jalil and said she has worked to promote literary and cultural activities in Karachi.

“We want revival of Karachi’s active life and it is the vision of President Asif Ali Zardari and Quaid-e-Tehreek Altaf Hussain to make Karachi beautiful and restore its past glories and traditions,” he said. He assured that the Sindh government would support the festival.

HAMARA KARACHI FESTIVAL FROM 10th

Absence of elected local governments at the district, town and union council levels in the current transition period will not at all affect the ‘Hamara Karachi’ festival, which will be celebrated from March 10 to 24 in the city as usual.

This was announced by Sindh Local Government Minister Agha Siraj Durrani and President of the Hamara Karachi Foundation Ms Nasreen Jalil at a press conference held on Thursday at the Karachi Press Club. A detailed scheduled of the programmes to be held during the festival was also released by Ms Jalil, who served as the naib city nazim of the City District Government Karachi (CDGK) dissolved recently on completion of its tenure.

Mr Durrani said the Sindh government had always supported CDGK’s measures towards the uplift of the province and betterment of its people. He held out the assurance that the provincial government would continue to extend the support and cooperation to such measures and programmes in future.

The minister also urged the media to give suitable coverage to the programmes. Earlier, Ms Jalil told journalists that “Karachi is home to different communities and cultures… at the moment, it is in a dire need of such cultural celebrations aimed at inculcating a sense of ownership into its inhabitants.” She said the event was introduced as an annual feature with a view to develop cordial and brotherly relations among all communities living in Karachi. Local Governments Dissolved

Sindh Chief Minister Syed Qaim Ali Shah announced on Wednesday the dissolution of all local government institutions — from the city district governments to the union councils — and relieving of nazims by appointing administrators throughout the province.

He made this announcement at a crowded press conference at the chief minister’s house in the presence of the relevant ministers and representatives of the Pakistan People’s Party’s allied parties, including Muttahida Qaumi Movement Minister Syed Sardar Ahmad and Awami National Party Minister Amir Nawab.

Responding to questions, the chief minister said all efforts of the government were aimed at holding elections within 120 days, most likely in May, under new local government laws which were being framed.

He said Fazlur Rehman, the secretary to the local government department, had been appointed administrator for the Karachi city government but in most cases district coordination officers and town municipal officers had been retained as administrators in their respective institutions.

He also said offices of the DCO and TMO had been merged into one designation of administrator who would run and supervise the ongoing projects.

These administrators would also be responsible for holding the coming local government elections in a fair and transparent manner. These elections would be conducted by the Election Commission of Pakistan under its rules in contrast to the three other provinces, Punjab, the NWFP and Balochistan, where the LG election authority had been revived to conduct elections in accordance with the pre-2001 practice.

The chief minister said: “We have decided to hold elections under the election commission due to peculiar circumstances in our province.”Besides, he said, a new local government law was being framed based on good aspects of the Sindh Local Government Ordinance, 1979 and the Sindh Local Government Ordinance, 2001 which besides reflecting the aspirations of the people should be able to resolve their basic problems at their doorsteps.

In reply to a question, the chief minister termed the appointment of administrators a step forward to providing relief to the people until newly elected nazims were installed.

Answering another question, he said efforts would be made for all possible seat adjustments with the allied parties in the government for contesting elections as under the amended law elections would be held on a party basis.

Besides Senior Minister Pir Mazhar-ul-Haq, LG Minister Agha Siraj Durrani, Law Minister Ayaz Soomro and Katchi Abadis Minister Rafique Engineer were present at the press conference.

Local Governments Dissolved, Elections in Next 120 Days

KARACHI: Sindh Chief Minister Qaim Ali Shah dissolved all local governments in the province on Wednesday and announced that elections will be held within the next 120 days.

According to a notification issued by Sindh Government, district coordination officers have taken over charge from all district nazims. Lala Fazlur Rahman has been appointed as administrator Karachi while Aftab Khtari is to serve as administrator Hyderabad.

Addressing a press conference at the CM house, Qaim Ali Shah said that local bodies' laws will be amended and ratified by the Sindh Assembly within the next 30 days while elections will be held in 120 days.

He said that all coalition parties have been taken onboard for the appointment of administrators and the new law will also be framed through consultation with all stakeholders.

City Nazim lays stress on single authority

KARACHI: City Nazim Syed Mustafa Kamal said on Wednesday that Karachi cannot make sustainable development until the cantonment boards and other civic agencies are put under a unified authority.

“At present, various agencies are working independently, which is hampering development of the city,” the city nazim said at a meet the press programme of the Karachi Press Club.

“Unity of command is key to improved and sustainable economic and administrative development of Karachi, which is serving also the Central Asian Republics, Afghanistan, the Middle East etc.”

Ardently maintaining that there should be a unity of command by a single authority, he sought the role of civil society and the media in this regard.

The nazim said he had been vocal in the past also in exposing the management problems of the city under 13 different bosses.

“I don’t say that heads of the Defence Housing Authority, cantonment boards or any other agency should withdraw from the land control on their areas, but they somehow should come to a central place for the sake of improved municipal services and provision of better civic amenities, water, power, sewerage, building control, town-planning and revenue resources,” he said.

The city nazim further recalled that a Supreme Court verdict in October 2007 had also corroborated the unity-of-command idea for bringing all stake-holders or civic agencies functioning in the city at one point as far as strategic planning and development of the city was concerned. However, some agencies, including cantonment boards, sought a review of the verdict.

Kamal, however, said now the CDGK was preparing to get the review petition vacated.

He said he and his colleagues in the city government served all sections of the population in every nook and corner of the city.

He spoke about infrastructural and amenity development projects undertaken during the last four years and expressed the hope that the people assuming leadership after him would continue to care for the dynamics of development in the city.

While work on bridges and flyovers for the signal-free Corridor-4 had already been launched, preparatory work for Corridore-5, from Sohrab Goth to M. A. Jinnah Road, was also in progress, he said.

A motorcycle rigged with explosives rammed into a bus carrying Azadaraan near the Nursery bridge in Karachi Friday, killing 12 people while a second explosion inside Jinnah Hospital left at least 13 people dead. Nearly 100 people were wounded in the twin blasts, reports said. Martyred include six MQM workers who were in the hospital to donate the blood and assist in rescue operation.

“Twelve people were martyred and 50 injured in the first blast. There are children and women among the killed and wounded,” Dr. Seemin Jamali, Head of the Emergency Department at Jinnah Hospital in Karachi, said.

An hour after the first attack, a second explosion was heard outside the emergency ward of Jinnah Hospital where the injured were being shifted. The second blast was also caused by an explosives-laden motorcycle in the hospital's parking lot that left at least 13 people dead, while many others were injured, a bomb disposal official Munir Sheikh said.

The building of the hospital and three ambulances were also damaged by the blast, which took place ten metres away from the main gate.

Another bomb was found inside a television outside Jinnah Hospital, DawnNews reported. The bomb disposal squad said that 25 kg of explosives were found inside the television.

CDGK TO PURCHASE 26 FIRE TENDERS

The City District Government Karachi (CDGK) is planning to purchase 26 fire tenders and two water bowsers, Municipal Services Executive District Officer (EDO) Masood Alam told The News on Friday.

Alam said that tenders were invited for this purchase about a week ago, and a number of companies related to the fire tenders business participated in the process. He said that 14 fire tenders would be purchased with Asian Development Bank (ADB) funding, while 12 fire tenders would be purchased with CDGK funding. He said that the average price of one fire tender is around Rs7 million, and thus, approximately Rs182 would be required to purchase the 26 fire tenders.

The EDO maintained that shortly after technical evaluation of the bids, purchase orders would be placed with successful companies. He said that it would take three to four months to induct the new fire tenders in the fleet of the city government; however, this time frame would start once order are placed and other necessary formalities are fulfilled.

Alam said that apart from these new tenders, 26 fire tenders are being refurbished at a workshop. Once the new tenders are inducted and the old ones successfully refurbished, the strength of the fleet would enhance to above eighty.

CNG BUS ROUTE-III INAUGURATED

City govt. on Friday stated that the card system has now been setup on the CNG bus service. The new cards of 50 and 100 rupees are now available at common shops and CNG bus booths. Despite facing a loss of Rs75 million annually in the CNG bus service the City Government has managed to continue the service for the citizens. It was also stated that so far 75 buses are running on different routes in the city while 20 more buses per month will be added.
The City Nazim expressed these views after the inauguration of a new route for the CNG bus, namely route-III and the new bus terminal at Gulshan-e-Zia, Orangi near the Northern Bypass. A Large number of people including MNAs, MPAs, the town nazim of Orangi and SITE were also present on these occasions.
He also said that four years ago the federal government had allocated Rs5 billion for the CNG bus project in Karachi and the city government had also sent the PC-I for this, three years ago, but not a penny was received nor any progress was made for the mass transit project.
He said that the City Government has introduced a new system of e-ticketing for this bus service and henceforth this system will be used for all the new buses in the city. The City Nazim said that the bus service is aimed to provide the most convenient and affordable transport system for the citizens of Karachi.

Reconstruction to Begins from Sunday


Nazim of Karachi Mustafa Kamal said that the reconstruction of the Bolton Market ruin shops will begin from Sunday. The City Government of Karachi will start work on the site from Sunday.
